Why we’re renovating
Our hall is home to seniors’ programs, martial arts, skating and hockey, preschool, private rentals and more. But the inside hasn’t kept up. A 2024 infrastructure assessment found life-safety and accessibility gaps. The washrooms and kitchen are outdated, storage spills into program space, and the main hall is too large and echoey for smaller groups.
This project brings the building up to code and makes it accessible and flexible enough to serve the next generation of Rio Terrace residents.
What this project is, and isn’t
It is
- An interior renovation within the hall’s existing footprint
- Focused on accessibility, washrooms, the kitchen, storage and better use of space
- Based on a concept plan developed with our project manager and current user groups, and reviewed by the City of Edmonton
- Sized to a realistic, grant-funded budget
It isn’t
- An expansion or a new building
- A change to the rink or tennis courts
- A redesign of the overall floor plan from scratch
- Funded through membership fees
Today → Tomorrow
Here’s what’s proposed for each area of the hall. Every renovated space also gets a new ceiling, new flooring, LED lighting, new paint and updated exit signage where needed.
Main Hall
Dated finishes, a low dropped ceiling and poor acoustics make the space feel tired and echoey.
An open ceiling with exposed, painted trusses, acoustic baffles to reduce echo, new LED lighting and new flooring. Brighter, quieter and more flexible.
Kitchen & Canteen
An outdated layout that’s hard for caterers, renters and volunteers to work in.
New cabinets and counters, a better layout, and an indoor/outdoor service window, so the canteen can serve rink and outdoor events directly.
Washrooms
Older fixtures that don’t fully meet today’s barrier-free standards.
Modern all-gender washrooms with enclosed private stalls, including a barrier-free stall.
Entrance & Foyer
A pass-through space with nowhere to put coats or gear.
A welcoming foyer with a new coat room and storage, plus bike racks outside.
Meeting Room
Two small, underused rooms.
Combined into one bright meeting room with new windows. A comfortable size for smaller groups, classes and meetings, so they don’t need the whole hall.
Storage
Scattered storage that spills into program areas.
Consolidated, lockable cabinets and a storage cage, so each user group has its own space and the hall floor stays clear.
Dressing Room
A worn change space for skaters and hockey players.
A refreshed dressing room with new finishes and lighting.

The project is planned around grant funding, not membership fees. We’ll apply to the City of Edmonton’s Community League Infrastructure Program (CLIP) and the Province of Alberta’s Community Facility Enhancement Program (CFEP). Construction depends on that funding and may happen in phases. If so, each phase will leave the hall fully usable, and we’ll plan the work to keep disruption to programs as low as possible.

Frequently asked questions
Will this raise membership fees?
No. The project is planned around City of Edmonton and Province of Alberta grant funding.
Is the hall being expanded or rebuilt?
No. This is an interior renovation within the existing building. Structural and exterior changes are not part of this project.
Will the hall close during construction?
Parts of it may close temporarily. We’ll share the construction schedule well in advance and work with user groups to keep disruption low.
Why can’t I suggest a completely different design?
The concept plan was shaped by the 2024 infrastructure assessment, current user groups, our project manager and the City’s review, and it’s sized to fit realistic grant budgets. This survey focuses on priorities and how the space will be used, which is where community input makes the biggest difference at this stage.
